In 2026, a large-scale criminal and administrative amnesty is being conducted in the Republic of Kazakhstan in connection with the adoption of the new Constitution of the Republic of Kazakhstan. The Law of the Republic of Kazakhstan "On Amnesty in connection with the adoption of the new Constitution of the Republic of Kazakhstan" entered into force on July 1, 2026. The main purpose of the document is to humanize the criminal policy of the state, promote the social adaptation of convicts and create conditions for their return to a law-abiding lifestyle.
13 convicts, aged 19 to 58, who were serving sentences for fraud and theft, were among the first to be released under the amnesty at the medium security prison in the Abai region.
One of those released was a 24-year-old resident of Semey, who was sentenced to two and eight months in prison.
— The amnesty has become an opportunity for me to start my life from scratch. I've made serious conclusions for myself and I don't want to go back to the old mistakes anymore. My family is waiting for me at home, and now my main goal is to get a job, help my family, and prove by my actions that I have changed. I am grateful for this chance and intend to use it to live honestly, comply with the law and benefit society. I am sure that the support of my loved ones will help me adapt faster and start a new life," the convict shared.
- The work on the implementation of the Law is carried out in strict accordance with the requirements of the current legislation. Each material is carefully studied, and the amnesty is applied exclusively to persons subject to the Law. After the entry into force of the court decision, the convicts are released in accordance with the established procedure. To date, 13 convicts have already been released in the medium security facility under the amnesty," said Moldir Toktaganova, acting head of the Special Accounting Department.
